Overview

Otagia is ruled by the AI QUETZAL. This digisent maintains a controlling share of Pale Rider Arms, and uses its control of the corporation and thus the Red Samurai to justify its stringent security measures, including full Interceptor technology linked to each citizen's QUETZAL implant. These measures have virtually eliminated crime in the nation, although some dedicated organisations have managed to circumvent the constant surveillance.

Disregarding these security measures, Otagia is a suprisingly free society, with little to no regulation on trade, from weapons to recreational pharmeceuticals to members of the oldest profession in the galaxy. Citizens are free to do whatever they wish, as long as they do not injure themselves irrevocably, or injure a willing citizen irrevocably or an unwilling participant in the slightest. These precepts form the basis of all Otagian law, with QUETZAL acting as judge, jury and executioner. Major decisions are made by the population of Otagia as a whole, a true democracy made possible by the citizenries' entangled QUETZAL implants.

Otagian Economy

The Otagian economic system can be described as, for the lack of a better term, communistic. However, while virtually all citizens can expect the same level of treatment and access to goods, the level and amount of said goods is virtually unlimited. With the low population densities of Otagian worlds, real estate is freely available in very large amounts, letting citizens mingle with their fellows in urban megacities or keep to themselves at a whim. QUETZAL fills the need for labor, both blue and white collar, almost completely, resulting in the most common employment listed for Otagian citizens being "leisure." Food and goods are provided gratis, again by QUETZAL. However, imported goods must be purchased by citizens, resulting in a bustling private sector, revolving primarily around tourism industries, luxury good exports, and leasing server space on QUETZAL nodes to interested parties.

Otagian Holdings

Otagia, Earth

The birthplace of Otagia, the country still maintains its age-old borders on the heavily populated birthplace of Mankind. Defenses here are sparser than might be thought, due to the prevailing thought that an attack against a nation here is an attack against Earth itself. Otagia maintains a steady population of 500 million.

New Kyoto

Named for the former capitol of Japan, New Kyoto is a heavily populated city-world in the Regency, maintaining a population of a full billion Otagian citizens. It is the unofficial capitol of Otagia.

ORS-1412

Under strict quarantine, ORS-1412 is home to an extremely infectious xenomorph known as the Wamphyri. A steady garrison of QUETZAL avatars, as well as several volunteer milities, prevents access to this world. Barring these, the world is uninhabited by the Citizenry.

New Nippon

The paradise world of the Regency, New Nippon is renowned for having experienced not an iota of terraforming. The world is ideal for human habitation, comparable to places on Earth such as Cancun, Maui and Rio de Janeiro. Immigration to the world is controlled, maintaining a population of only 500 million.

New Kyushu

The main shipyard of Otagia and Pale Rider Arms, New Kyushu is home to the Orboros Band, a massive artificial ring encircling the planet, housing gargantuan shipyards and docks, and connected to the planet by a series of 180 orbital elevators. Pale Rider Arms maintains its main corporate offices on the Band. The planet is the most heavily populated in the Regency, with approximately 1.2 billion citizens.

New Jigoku

Formerly Tankai, New Jigoku was a temple world of the Hyperborean Empire before being captured by Naphtali. The planet is scarred from orbital bombardment, most notably by scattered impact craters from kinetic penetrators, as well as a ring-shaped nuclear desert around the main temple complex. Settlement by Otagian civilians has begun, with a current population of approximately 50 million scattered across the surface. The planet also draws numerous tourists due to the abandoned temple complexes.

ORF-1000 to ORF-1015

Otagia maintains a series of 16 planets for resource harvesting, labelled as Otagian Resource Facilities. These planets are sparsely populated, with roughly 300 million souls scattered across them. Four are agriworlds, while the remainder are in the process of being strip mined, and will be replaced by new worlds once they have been drained.

Otagian Military

The Otagian military is divided into two distinct branches: The Red Samurai and the Avatar Fleet.

Red Samurai

The Red Samurai are the soldier caste of the Otagian populace, bred for loyalty to the Otagian state, as well as combat ability. The Red Samurai are traditionally delegated to homeland defense, acting as security officers and elite defensive troops. Most Red Samurai are extensively cybernetically and genetically enhanced, with specific enhancements passed down family lines. Red Samurai often decorate their bodies with tattoos, nearly exclusively in red and black (the colors of the Otagian flag). The Red Samurai do not maintain their own space fleet, and rely primarily on the Avatar Fleet for transportation.

Avatar Fleet

Making up the majority of the Otagian Military is the Avatar Fleet. Composed entirely of QUETZAL Avatars, the Fleet's only humans are the Necroscopes who provide it with FTL capability, and are safely sealed in stasis pods during most engagements. Due to each ship and infantry unit being an Avatar, the entire Avatar Fleet acts as one body, making extremely complex formations and tactics easily possible.
